Spendable income for scholarships restricted to the College of Design, Construction & Planning, M.E. Rinker, Sr. School of Construction Management. Additional Criteria: Shall be awarded to undergraduate or graduate students who have "dependents", as that term is defined under 26 U.S.C. Sec. 152.
